How to Improve Workplace Safety for Younger Workers

young-workerLast year an 18-year-old construction worker died from injuries sustained while using a portable mortar mixer. The worker was cleaning the machine at the end of his shift when it suddenly began to operate, entangling his arm in the mixing paddles and pulling him into the drum. Coworkers were able to quickly dismantle the drive mechanism to reverse the gears and extricate the man, but unfortunately, rescue efforts by emergency personnel were unsuccessful as his injuries were too severe to survive.

This incident could have been avoided if the worker executed the proper lockout/tagout procedure for shutting down the machine before performing maintenance. Looking at the Select International 4-Factor S.A.F.E.TM model this individual was not following safety rules for working with heavy machinery, was not exhibiting caution by cleaning the mixer while it was operable, nor was he sufficiently aware of his surroundings to realize that he was placing himself in danger. Although there are no details concerning the amount of training the worker received to operate the mixer, the report does not suggest any negligence on the part of the construction company, so I will not speculate as to liability. However, this story is a perfect example of why it is important to discuss how organizations should manage workplace safety for young employees.

OSHA defines young employees as individuals new to the workforce up to the age of 24 who typically perform low-level jobs, commonly in industries such as food service, retail, and construction. Of the 18.1 million young employees (13% of the total U.S. workforce) in 2013, 335 died on the job, over two dozen of which were under the age of 18. Furthermore, 18-19 year olds consistently have the highest accident and injury rates among all age groups. Several factors contribute to these statistics:

  • Inexperience: young employees often fail to recognize the dangers present at work because they are simply unaware of them and hesitate to ask questions about safety

  • Hazard frequency: young employees tend to work in environments with a high number of safety risks, such as restaurants with slippery floors, sharp objects, and hot surfaces

  • Development: young employees are often still developing physically, cognitively, and emotionally, so they may at times be unprepared for certain physical or stressful tasks

  • Safety training: although most organizations provide employees with adequate safety training, we all too often hear stories about injured workers who received ineffective or no safety training, so reinforcing that training is critical to employee safety cannot be underemphasized

  • Part time/temporary work: some young employees work part time or seasonally, and despite OSHA guidelines, may not be provided thorough (or any) safety training similar to full time employees

Organizations can address the unique safety needs of younger employees and be proactive about minimizing their risks on the job by incorporating the guidelines from OSHA’s Young Worker Initiative into their safety programs. Employer responsibilities for young workers include:

  • Complying with Federal and state child labor laws

  • Providing hazard recognition training with vocabulary that young workers can understand

  • Implementing a mentoring system

  • Encouraging young workers to ask questions about procedures, and telling them who to ask

  • Effectively communicating tasks and safety concerns to young workers

  • Ensuring that young workers only operate equipment that is both legal and safe for them to use

  • Providing emergency training so that young employees know what to do in the event of an accident or injury

Along with the general employer responsibilities for all workers, these guidelines can help organizations reduce risk exposures, and consequently injury and death rates, for young employees. Providing coaching and training based on how each young employee is “hard wired” in terms of the four factors in the S.A.F.E.TM Model (Staying in Control, Aware of Surroundings, Following Rules, Exhibiting Caution) can also significantly reduce their exposure to risk.

We need to remember that these individuals do not yet have a deep knowledge base about their jobs and the relevant hazards, plus they are often nervous and lack confidence in their abilities to perform tasks efficiently and safely, so managers and safety leaders must guide them along as they learn the ropes and develop their job skills. Young employees today will be the experienced workers and managers of the next generation, so building a foundation of strong safety behaviors as they learn will produce safer employees and further reduce accident and injury rates in the future.
